  1. What is the fee to join the CMCA Program and what does it cover?

    The current fee for the CMCA Program is $294.25 ($275.00 + GST) per year. This annual fee covers the processing and verification of both the (annual) audited reports and the interim reports.

  2. What do the CMCA Program designations represent?

    VCP = Verified Circulation Paid. Members with at least 70% paid circulation. Paid is defined as a minimum subscription rate of $12.00 per year. VCC = Verified Circulation Controlled. Members who do not have 70% paid circulation but nevertheless distribute free to designated areas and/or by an address list, over a specific market area on a regular and ongoing basis.

  3. What is an Annual report?

    A six month report of circulation information that must be audited by the CCNA Circulation Auditor or a Public Chartered accountant prior to submission to CCNA. Six month reporting dates are established when a newspaper applies to the CMCA Program.

  4. What is an Interim report?

    A six month report of circulation information that follows the previous six month reporting period of the Annual audited report. Interim reports do not require an audit procedure, nor back up documentation unless there has been a 5% change since the previous six month audited report.

  5. What are the deadlines for submitting reports?

    Annual audited reports must be submitted two months after the end of the reporting period, i.e. if the reporting dates are January 1 to June 30, the audited report must be submitted no later than August 31.The subsequent Interim report for the period July 1 to December 31, must be submitted one month after the end of that report period, that is January 31.

  6. What if I can't meet my deadlines?

    You may request a reasonable extension to your submission date by calling, faxing, or emailing the CMCA Coordinator prior to your deadline. You must provide details as to why your report will be delayed.

  7. What is Form B?

    Form B is the document generated after the circulation information has been updated in the data base (based on the information provided by the member on their reporting forms). Once the member receives this updated form they may use the figures for advertising and promotion. A member must use only the average circulation figures exactly as they appear in the most recent annual audited or interim report. A publisher may not publicize the figures from an annual or interim report until he/she receives the CMCA Form B statement, after it has been issued by CCNA.

  8. What are Three Month reports and when would they be used?

    If a newspaper's circulation has undergone significant changes since the last reporting period and the current report does not accurately reflect distribution, the publisher may file a 3-month interim report. These reports allow the publisher to report the variance in the past three months' circulation figured in order to update the CARD publication listing. The fee to process these reports is $88.28 ($82.50 + GST) each and the reports are filed on the same form used for the six-month reports. Please contact the CMCA Coordinator for assistance. Only one three month report is permitteed per year.
